4. Enhancing community participation: To enhance community participation and ownership in development programmes.
5. Providing basic services: To provide basic services such as education, healthcare and infrastructure.

Functions

1. Planning and development: To prepare and implement district plans and programmes.
2. Budget and financing: To approve and manage the district budget.
3. Health and family welfare: To implement health programmes including primary health services.
4. Education: To supervise educational programmes including primary education.
5. Agriculture and animal husbandry: To promote agricultural development and animal husbandry. To promote agricultural development and support farmers.
6. Rural Development: To implement rural development programmes including poverty alleviation schemes. To implement programmes for women empowerment and self-help groups.
7. Women and Child Development: To implement programmes for women empowerment and child development.
8. Infrastructure Development: To develop and maintain infrastructure including roads, bridges and public buildings.
9. Disaster Management: To respond to natural disasters and provide relief and rehabilitation services.
10. Monitoring and Evaluation: To monitor and evaluate the implementation of district programmes and services.
11. Environmental Conservation: To promote environmental conservation and sustainable development.

Mandatory Functions

1. Primary Education: To provide primary education to all children in rural areas of the district.
2. Health Care: To provide primary health care to all citizens in rural areas of the district.
3. Sanitation: To provide sanitation and hygiene facilities to all citizens in rural areas of the district.
4. Roads and Infrastructure: To develop and maintain rural roads and other infrastructure in the district.
