    Health Department

    Objectives of National Health Mission

    The National Health Mission (NHM) envisions universal access to equitable, affordable and quality health services that are accountable and responsive to the needs of the people. And its objectives are as follows.Universal access to public health services with an emphasis on reducing child and maternal mortality, universal access to public services for food and nutrition, sanitation and hygiene, and services related to women’s and children’s health and universal immunization.Prevention and control of communicable and non-communicable diseases including endemic diseases at local level.Access to integrated comprehensive primary health care. Population stabilization, gender and demographic balance.

    Policies of National Health Mission

    There are some main and supplementary policies of health insurance, the policies on which various schemes are designed are as follows

    Key Policies:-

    1. Training and capacity building of Panchayati Raj Institutions (PRIs) to own, control and manage universal health services.

    2. To promote access to improved healthcare at the household level through Women Health Activists (ASHA).

    3. To implement a health plan for each village through the Gram Arogya Samiti of the Panchayat.

    4. Strengthening sub-centres through spatial planning and continuous funding to enable Kuti and more Multi-Purpose Workers (MPWs).

    5. Strengthening of existing PHCs and CHCs, and provision of CHCs of 30-50 beds per lakh population for improved therapeutic services to a standard (Indian Public Health Standards, Staffing, Equipment and Management defining standards).

    6. Preparation and implementation of Intersectoral District Health Plan formulated by District Health Mission including drinking water, sanitation and hygiene and nutrition.

    7. Integrating vertical health and family welfare programs at national, state, block and district levels.

    8. To provide technical support to national, state and district health campaigns for public health management.

    9. Strengthen capacity for data collection, assessment and review for evidence-based planning, monitoring and surveillance.

    10. Creating transparent strategies for deployment of human resources for health and career development.

    11. Developing capacity for preventive health care at all levels to promote healthy lifestyles, reduce tobacco and alcohol use.

    Aim of National Health Mission

    The objectives of the National Health Mission are as follows

    1. Reducing Maternal Mortality Rate (MMR) to 1/1000

    2. Reduction of Infant Mortality Rate (IMR) to 25/1000

    3. Lower the Total Fertility Rate (TFR) to 2.1

    4. Reducing disability and prevention in women aged 15-49 years

    5. Prevention of mortality and morbidity from infectious, non-infectious

    6. Gaining control over total healthcare costs

    7. Halve the annual number of tuberculosis cases and deaths

    8. Reduce leprosy incidence to <1/10000 population and then reduce incidence to zero in all districts

    9. Reducing the number of annual malaria cases to <1/1000

    10. Prevalence of microfilariae less than 1 percent in districts

    Rural Water and Supply Department

    Objective:-

    Most of the population of India lives in rural areas. The Rural Water Supply Department has been set up to provide clean potable drinking water to the people of rural areas.

    Function:-

    1. Implementation of various water supply schemes through Rural Water Supply Department.
    2. To provide technical guidance and assistance for water supply matters to gram panchayats and other institutions in the district.
    3. To assist in the completion of schemes with necessary cooperation and participation with roads, railways, and other central and state government agencies.
    4. Evaluation of water supply sub-segments as well as keeping records of them on various websites and portals.
    5. Active participation in the government’s ground water conservation and resource strengthening activities.

    Water and Sanitization Department

    The purpose of the plan

    1. Improving the general standard of living in the rural areas.
    2. By accelerating the scope of rural hygiene, to fulfill the dream of the sustainable clean district by earning the status of all gram panchayats by getting all the Gram Panchayats free more ODF model).
    3. To inspire Panchayat organizations and social groups that spread the tools of sustainable cleanliness through awareness and health education.
    4. Providing proper cleaning facilities to schools and courtyards and information about health education and hygiene habits to the students.
    5. Encourage cheap and proper technology for safe, permanent cleaning with environmental determination.
    6. Environmental hygiene methods that prefer solid waste and sewage disposal to maintain universal cleanliness in rural areas.

    Works Department

    Objective:-

    Basic amenities in the rural areas of the district include building and roads. Every village in the rural areas should be connected by road and the system in the works department is committed for rural infrastructure for communication, and to complete the regular work of the current year within time and to plan for the next year, followup for necessary funds, V.R. O.D.R. etc. to maintain roads and streets. The main objective to improve the standard of living of the entire rural population.

    Function:-

    Works Department Zilla Parishad :- in department works under the various scheme. It includes the various types of works.

    The following types of works are carried out uder the Works Department

    1. Rural road development and strengthening 3054-2268
    2. Other District Roads Development and strengthening 5054-4892
    3. The construction and repair of the Primary health center and Sub-center
    4. Category C Pilgrimage area development programme
    5. The construction and repair of Veterinary clinic
    6. The primary school construction and repair ( classrooms, toilets, protection walls)
    7. Anganwadi Construction and repair
    8. Works under the 15th Finance Commission
    9. Local Development programme of MLAs
    10. Local Development programme of MLAs
    11. Tribal Roads Development programme
    12. 17 samuhik vikas karyakram
    13. 2515 The work suggested by the people’s representatives

    The employees of the technical department as well as Officers of the works department are constantly striving to complete the above work within the prescribed time frame.

    Minor Irrigation Department

    Objective:-

    Most of the population of India lives in rural areas. The Minor Irrigation Department has been set up to provide direct and indirect facility for the Irrigation of cultivators to the people of rural areas.


    Function:-

    1. Implementation of various water conservation schemes through Minor Irrigation Department.
    2. To construct various water conservation schemes to raise the water table in the district.
    3. Active participation in the government’s ground water conservation and resource strengthening activities.

    Department of Secondary Education

    Objective:-

    1. To raise the standard of education in rural areas.
    2. Enhancing the quality of students.
    3. Effective implementation of Central and State Government schemes.

    Function:-

    1. To see the functioning of all government recognized secondary schools in the district.
    2. Running the administration of aided, unaided, permanent unaided schools.
    3. To convey the various schemes of the government to the students.
    4. Appointment and payment of salaries of teachers.
    5. Accreditation of schools, set approval, roster verification.
    6. Approval of recruitment of teachers.
    7. Allocation of grants.
    8. Conducting educational activities.

    Agriculture Education

    Objective:-

    Considering the farmer as the focal point for the use of modern agricultural technology, guiding and providing financial support for the proper utilization of all the necessary resources. Also to take measures to ensure smooth supply of quality agricultural inputs in the district.

    Work:-

    1. To strengthen the financial situation of the farmers in the district by providing financial assistance for irrigation wells by implementing the state sponsored scheme.

    2. Planning to make quality agricultural inputs available to the farmers in the district and providing quality agricultural inputs by conducting quality campaign through Quality Control Inspector.

    3. To create awareness among farmers by holding agricultural meetings and meetings to get information about new technologies and inputs.

    Women and Child Development Department

    Objectives:-

    1. To improve the nutritional and health status of children aged 0 to 6 years.
    2. Laying the foundation for the proper physical, mental and social development of children.
    3. Reducing infant mortality, child mortality, malnutrition and school dropout rates.
    4. To make the district malnutrition free.
    5. Focus on enhancing the survival, protection, development, well-being and participation of women and children in a comprehensive manner.

    Animal Husbandry Department

    Vision:-

    To ensure economic and nutritional development in the district through improved animal husbandry techniques.

    A total of 85 veterinary Dispensaries are functioning under Animal Husbandry Department Zilla Parishad Wardha. In which 21 Veterinary Dispensaries Gr.-I, 62 Veterinary Dispensaries Gr.-II and 1 mobile unit are working. Technical work target assigned to Live-stock Development Officers, Assistant Live-stock Development Officers, Live-stock Supervisors in the department is the ultimate goal to benefit the livestock farmer. The department is working for the all-round development of animal husbandry and the department is progressing in that direction.

    1. Treatment of sick animals.
    2. Preventive vaccination programme.
    3. Minor- Major surgeries of animals.
    4. Breeding of high yield animals by artificial insemination.
    5. Castration of bull.
    6. Examine infertile animals and pregnancy diagnosis of pregnant animals.
    7. To implement the prescribed schemes and provide proper guidance to the livestock farmers. The farmers will benefit from the schemes implemented by the state government as well as the Zilha Parishad.
