    Rural Water and Supply Department

    The Mission of this department is to contribute to the development of the country by regularly supplying clean and quality drinking water to the rural people of this district through domestic tap connections, to maintain their health and improve their quality of life.

    Water and Sanitization Department

    Objectives:-

    To improve the health status of the rural population suffering from diseases caused by unsanitary surroundings and lack of personal hygiene.

    To strive to improve the health standards and standard of living in rural areas.

    To ensure public participation for the implementation and success of this campaign.

    To promote the work of personal toilets and solid waste management by bringing about a change in the mindset of the people through information, education, communication and capacity building activities under the Swachh Bharat Mission.

    To create a change in the mindset of the people through house visits and behavioral change activities for the construction of toilets and regular use of toilets.

    Works Department

    Vision and Mission:-

    Heavy rainfall during monsoon days damages rural roads as well as asphalt and gravel roads on other distric Roads as well as C.D.W/R.C.W/bridges. It is very important to keep the roads Motorable from the point of view of smooth running of traffic on the roads. Basic amenities in the rural areas of the district include buildings like construction of Anganwadis, classrooms, medicine rooms, Sabhagraha, Toilet block, PHC buildings, Veterinary buildings, and other major building works like Administrative building at taluka Seloo, Hinganghat and samudrapur is going on from this Department.

    Every village in the rural areas shouled be connected by road and system of Works department is committed for rural infrastructure for communications. And efforts are made to complete the routine works of the current year within time and plan for the nest year, follow up for necessary funds, maintenance of roads and roads like V.R. O.D.R. etc. and to keep the roads in good condition. Every village should be connected by roads and the main vision is to keep the roads passable.

    Minor Irrigation Department

    Objectives:-

    1. To conserve more and more water within village boundry area.

    2. To increase ground water level.

    3. To increase irrigation potential or the district by providing protective irrigation for agriculture purpose and to increase efficiency by using water efficiently.

    4. To restore water storage capacity of existing and different water sources storage bandharas/village tanks/ percolation tanks/cement nallas bandharas).

    5. Encouraging people / increasing public participation regarding water conservation and water percolation.

    6. To remove slit from existing water sources by public participation and to increase water storage or water sources.

    Social Welfare Department

    Establishment Branch

    1. Disbursement of funds to the technical and administrative approved works under the Scheduled Caste and Neo-Buddhist Settlement Development Plan.

    2. Effectively conducting all office correspondence through e-office system.

    3. 100% submission of promotion proposals to senior office.

    4. Granting retirement benefits to retired officers and employees.

    5. Submission of qualified proposals for revised Assured Progress Scheme to the Senior Office.

    6. Updating service books and submitting them for verification.

    7. Updating of secondary service manuals.

    Education Branch

    1. Informing the schools which have not filled the pre-matric scholarship online application form to fill the application form by giving instructions through the group education officer and also by contacting directly through the mobile phone. And follow up on it. Completing the online process by liaising with the technical support department to resolve the difficulties of the schools facing difficulties in filling the application form.

    2. Inform the Group Education Officer and follow up on the application form filled online by the schools to send it to the office ID.

    3. Scheme wise online verification of proposal received online and approval.

    4. Settlement of 60% advance grant proposals for subsidized hostels.

    5. Final settlement of 40% subsidy proposals of 5 subsidized hostels.

    6. Settlement of building rent proposals of subsidized hostels.

    7. Settlement of emoluments of employees of subsidized hostels.

    8. Proceedings for granting administrative approval to fill up the posts falling vacant due to resignation of salaried employees in aided hostels.

    9. Inspection of subsidized hostels.

    Scheduled Caste Sub-Planning Branch

    1. Disbursement of funds to the technical and administrative approved works under the Scheduled Caste and Neo-Buddhist Settlement Development Plan.

    2. Preparation of monthly progress report of Scheduled Caste and Neo-Buddhist Settlement Development Scheme.

    3. To inspect the sanctioned works of the Scheduled Caste and Neo-Buddhist Settlement Development Scheme.

    4. To request the proposal of the final installments of the settlement development plan of Scheduled Caste and Neo-Buddhist elements and to take action regarding the funding of the final installment to the completed proposals after inspecting the feasibility of the received proposal of the final installment.

    5. Administrative approval and distribution of funds for the remaining works of the development scheme for the settlement of Scheduled Caste and Neo-Buddhist elements.

    6. Scheduled Caste and Neo-Buddhist Habitat Development Plan summary of distributed works and cost reconciliation with Panchayat Samiti.

    7. Funding of the final installment of the completed works in the Scheduled Caste and Neo Buddhist Settlement Development Plan.

    Civil Rights Protection Branch

    1. To examine and approve the proposals received for inter-caste marriage schemes at the preliminary level, if necessary, to seek a No Objection Certificate.

    2. Preparation of statement of necessary provision for expenses of pending as well as newly sanctioned cases of inter caste marriage scheme.

    3. To process final approval of all proposals received for inter-caste marriage scheme.

    Disbursing the actual benefits to the beneficiaries by settling the proposals as per the provisions received.

    Addiction Branch

    1. Organizing monthly meetings under Drug Free India Mission.
    2. Organizing various programs under drug free India campaign.

    Old Age Home Branch

    1. To carry out regular inspection as per the comfort facilities in the old age home.
    2. Settlement of Old Age Home Maintenance Subsidy Proposals.

    Zilla Parishad Cess Fund Scheme

    1. 20% Zilla Parishad Cess Fund to process the funds through DBT in the account of the beneficiaries who have purchased materials under the personal benefit scheme.

    2. Giving administrative approval to development works sanctioned under 20% Zilla Parishad Cess Fund Collective Benefit Scheme.

    3. To prepare the final revised budget of Zilla Parishad Social Welfare Department for the year 2024-25

    4. To check the development works under 20% Zilla Parishad Cess Fund Collective Benefit and the beneficiaries under Individual Benefit Scheme.

    5. Proceeding to deposit funds in the accounts of the beneficiaries of the Subsistence Allowance Scheme implemented for the disabled under the 5% Disability Fund.

    PWD Branch

    1. To submit the monthly salary of Divyang School/Workshop to the Treasury Office at regular intervals.

    2. Disbursement of the provision received by completing the final evaluation of the Divyang School Workshop in the month of February for non-wage maintenance by the month of March.

    3. To submit the retirement cases of teachers and non-teaching staff of disabled schools to Hon’ble Accountant General Nagpur after receiving the office.

    4. Reconciliation of provident fund and DCPS account amount of teachers and non-teaching staff of disabled schools and taking action regarding the finalization of the proposal of retirement staff under the signature of Hon’ble Chief Executive Officer.

    5. Submission of Assured Progress Plan proposals to senior office.

    6. To inspect the schools and workshops of disabled persons every year in the month of October and submit the inspection report by January to the senior staff.

    7. Biometric attendance check of school workshop of disabled persons in July August September and submission to senior office in October for selection.

    8. Welfare and Rehabilitation Committee of Persons with Disabilities to be held under the Chairmanship of District Magistrate in 3 months.

    9. National Trustee Act 1999 Committee to hold meeting in 3 months under the Chairmanship of Hon’ble District Magistrate.

    10. Centers for Divyangs to organize camps under Govt.’s EDP scheme.

    11. Dealing with judicial cases in disabled schools/workshops.

    12. To settle all matters relating to the commitment of teachers and non-teaching staff in the differently abled schools/workshops.

    13. To receive proposals for Divyang Scholarships from the Panchayat Samiti and examine them at the level of this office.

    14. Disposition of eligible proposals for Disability Scholarship.

    15. To dispose of qualified proposals for seed capital scheme for self-employment of persons with disabilities.

    16. Disposing of eligible proposals of Divyang Abyang Vivah Yojana.

    Animal Husbandry Department

    Vision:-

    To ensure economic and nutritional development in the district through improved animal husbandry techniques.

    Mission:-

    In proportion to the increasing population of the district, to eliminate the gap between the demand and availability of milk, eggs and meat and through it strengthening the rural economy and eliminating the unemployment in the rural areas.
